Some of the manufacturers who provide production or replacement parts for the AM General military HMMWV are willing to sell to retail customers, either directly or through retail dealers. They have recognized that there is an aftermarket for military HMMWV owners and for owners of civilian Hummers who want to "militarize" their trucks.

These and others have huge inventories of new HMMWV parts and components accessible via their web sites. Their policies change frequently -- sometimes civilian orders are welcome, sometimes not. Even if they say no, they may be able to steer you to someone who can accomodate your order.
Of course, if you are a military customer (i.e. are ordering on behalf of a military organization) then AM General Service Parts Logistics Operations or any of the AM General authorized suppliers will be able to provide for your requirements.
Small quantities of military HMMWV parts are readily available from the same military vehicle parts dealers who have served collectors, restorers, and other MV owners since before World War II. In addition, eBay frequently has HMMWV parts for sale, as can be seen to the upper left where some current eBay auctions are listed.
